The game play is like the former and survival aspect the latter. A much better comparison would be to describe it as a cross between Valkyria Chronicles and This War is Mine (one of my favourite Indy games). I've seen loose comparisons with games like Xcom purely because it's a turn based strategy with guns. I've almost finished it and spent a lot of hours, I feel well placed to weigh up the pros and cons. This game, frankly is pretty horrible and mainly down to the appalling PS4 port.
